Carlsbad Desalination

This project aims to complete the transition to permanent stand-alone operations by upgrading the intake and outfall systems near the Agua Hedionda Lagoon Outer Basin in Carlsbad, California. Key modifications include installing a partially submerged intake system measuring approximately 160 feet by 32 feet, which will extend about 25 feet above the water. Additionally, an above-water deck measuring 200 feet long and 30 feet wide, along with a debris return area between the discharge pond and intake system, will be constructed. The project also involves a 500-square-foot electrical building, relocating the marine research shed and boat ramp, and installing a floating debris boom in front of the intake screens.
This desalination plant utilizes ocean water from the lagoon through intakes previously used by the now-demolished Encina power plant. The new plant, which does not use seawater for cooling, necessitates these upgrades to meet state environmental requirements. TQF is collaborating with Kiewit on this initiative, focusing on quality management and control, with services in concrete, electrical, structural steel, and mechanical inspection to ensure timely and budget-compliant project completion.
