Project Summary

Construction Package 4 (CP 4) represents a key segment of California's high-speed rail program, covering a 22-mile stretch from just north of the Tulare/Kern County Line to Poplar Avenue. This package includes the construction of at-grade embankments, overcrossings, viaducts, and aerial sections of the rail alignment, along with the relocation of four miles of existing Burlington Northern Santa Fe (BNSF) tracks.
The project aims to enhance sustainability in the state by incorporating various structures such as waterways, wildlife crossings, overpasses, and underpasses to effectively navigate the Tulare, Kern, and Wasco regions. Beyond its environmental benefits, CP 4 is also expected to stimulate the local economy and support the livelihoods of workers in the area. Once operational, this high-speed rail will allow passengers to travel between San Francisco and Los Angeles in under 3 hours, compared to the typical 10-hour car journey.
